BROOKINGS – A man shot and wounded by Bismarck police was arrested without incident Thursday night after turning himself in at the Cenex Zip Trip in the 3000 block of Lefevre Drive, according to the Brookings Police.

The man was identified as Ulises Villalobos-Alvarado, 22, from Torrance, California, said Lt. Derrick Powers. He had a gunshot wound to his arm, according to the Brookings Police blotter report.

Villalobos-Alvarado was taken to the Brookings hospital for treatment and then airlifted to a Sioux Falls hospital, where he was arrested on outstanding felony warrants. He made a court appearance in Sioux Falls Friday afternoon and waived his right to an extradition hearing, clearing the way for his return to North Dakota. He’s facing felony counts of attempted murder and fleeing a peace officer, according to The Bismarck Tribune.

Villalobos-Alvarado is not facing any charges out of Brookings.

“He just came in looking for help to turn himself in,” Powers said.

A Blue Alert went out to police earlier Thursday about the incident. The alert is activated when a suspect is at large after killing or injuring a law enforcement officer.

Officers from local agencies responded to the Zip Trip shortly after 9 p.m. Thursday, Powers said. Brookings Ambulance also responded.

“The clerk at the store called after a male had come into the store looking for some help with a gunshot wound,” Powers said.

According to an Associated Press article quoting Police Sgt. Mark Buschena of Bismarck, police were assisting parole and probation agents in a probationary search when Villalobos-Alvarado fled in a vehicle and tried to hit an officer.

The Bismarck Police said that the officer shot at the suspect during the incident earlier Thursday and that he likely was struck by a bullet. The officer wasn’t injured, according to the AP report.

Buschena also said that the officer who shot at the suspect vehicle has been placed on administrative leave, per department policy, according to bismarcktribune.com online. The Tribune added that the North Dakota Bureau of Criminal Investigation will examine the shooting, according to Bismarck Police Officer Pat Renz.

Bismarck is approximately 377 miles, or a little more than a five-hour drive, northwest of Brookings.
