Brookings County adjusts lien process

BROOKINGS Liens linked to involuntary mental health costs will no longer be recorded or collected by Brookings County when it comes to residents who have endured such circumstances.

The 5-0 vote to end the practice came at Tuesdays meeting of the Brookings County Commission. The initiative, formally known as Resolution #25-47, authorizes the finance and register of deeds offices to remove them from the countys records.

This is just a resolution that I talked to finance about. Its actually pursuant to statute. By statute, you cant lien individuals that have been involuntarily committed for mental health reasons, Brookings County States Attorney Dan Nelson explained. This was, I think, more of a deal that had gone back the last several years. We had looked into it and worked with finance to draft this.

In other business on Tuesday, commissioners:

Learned from Sheriff Marty Stanwick that an estimated 23,000 people attended the third annual Jacks Bash on Aug. 28. The highlight of the event was a concert with Blake Shelton and Thomas Rhett at Dana J. Dykhouse Stadium.

Stanwick further noted that there were no issues during the 21st annual 727th DAV Poker Run on Aug. 30 in Brookings.

Commission Department Director Stacy Steffensen said that the construction timeline for Phase 3 of the Samara Avenue reconstruction project in Volga which is the north end of the project will likely be moved to this coming spring.

I think they got into the project, and Phase 1 was taking longer than they anticipated and so were kind of getting up to a point where we dont want to start something and then leave that road in a poor condition over the winter months, she said.

Approved, on a 5-0 vote, a bid from Correct Choice Managed Services to provide food service at the Brookings County Detention Center. With that done, the next step will involve contract negotiations. Correct Choice was one of five companies that submitted bids.

On a 5-0 vote, gave the green light to a letter of contract for engineering and environmental services provided by Banner Associates Inc. The services are not to exceed $49,000 in fees, with the total contract now adding up to $167,305.

Whats this for, you might ask? Well, its all related to an effort in Medary Township being undertaken by the county to re-establish a dike on the Big Sioux River. Right now, a decades-old diversion channel is oftentimes taking more water into it than whats flowing through the main river channel, causing issues such as land erosion near bridge structures.

County Development Office Director Bob Hill told commissioners that his office is working with the landowner, and that its hoped dirt-moving efforts will commence next year.
