BROOKINGS – Four-H is a good program that would be enhanced by better communication. That was the gist of a report to Brookings County Commission by the Chiesman Center for Democracy Inc. concerning a survey about 4-H and a “summit” held in February.
“There seems to be a systemic breakdown in communication among many of those parties,” said Rob Timm, president and CEO of the Rapid City-based center.
