• ‘Overlay district’ chiefly regulates apartment buildings
BROOKINGS – “This is a step in the right direction,” said Councilor Jael Thorpe. “We’ve definitely made some progress.”
She was referring to the council’s adoption Tuesday of new design standards for redevelopment of the Campus Edge Neighborhood near South Dakota State University.

Aimed chiefly at apartment buildings, the new regulations cover structures in a two-square-block area from Medary Avenue to 12th Avenue and from Sixth to Eighth streets.
