Kubal loses round in ‘ethics’ debate

BROOKINGS – When they take office, Brookings City Council members pledge to “be tolerant, respectful and attentive …,” to “conduct (my) public and private life as to be an example for my fellow citizens,” and “to be professional in both appearance and manner.”

That language, contained in a document each councilor must sign, annoys John Kubal, so he tried Tuesday to strike a blow for a more intelligent council code of ethics.

“This has always been kind of an irritant to me,” he told his fellow councilors as they began a discussion of the city’s Governance and Ends Policies, the document that prioritizes and defines the workings of the city government. The council reviews it once a year and, if necessary, amends it.
